An easy way to explain the differences between turning and milling is whether the object or tool spins while the other one is still. When the object turns to perform cutting, it is turning. Oppositely, the tool spins to cut the object, it is milling. So when you looking at a machining part, try to rotate the part and see if the shapes can be cut while turned. If not, it is milled. Although there are other details, this is how you can distinguish turning and milling parts in an easy way.
